Hopper Smith is President of OCPA and joined the staff in 2007. Hopper was a member of the Oklahoma House of Representatives from 1996 to 2003, where he served as Assistant Minority Leader and Minority Whip. Smith has served 20-plus years in the Army National Guard’s 45th Infantry Brigade and currently holds the rank of Colonel. In 2003, he resigned his legislative seat to serve a tour in Afghanistan with the U.S. Army. During his service, Hopper earned the Combat Infantry Badge and Bronze Star Medal. Upon his return he worked for Chesapeake Energy Corporation as their Director of Government Relations. He holds a degree in Geology from Oklahoma State University and a master’s in Strategic Intelligence from the National Defense Intelligence College. |

Brett A. Magbee is Vice President for Operations of OCPA and joined the staff in 1994. He previously served as Executive Director from 1994 to 2004. Before joining OCPA, Brett spent nearly 20 years in the marketing and advertising industry, earning multiple “Addy” awards for marketing excellence. He also was the youngest recipient of the Distributor Advertising Manager of the Year Award for the Zenith Radio Corporation. Since 1994, Brett devotes much of his time volunteering with the Boy Scouts of America, where he was named Scoutmaster of the Year in 2005 from the Baden-Powell District. Brett holds a degree in Mass Communications from Oklahoma City University. |

Brandon Dutcher is Vice President for Policy of OCPA and joined the staff in 1995. He previously served as research director. Prior to joining OCPA, he was the founding editor and publisher of the Bartlesville Times. Brandon’s state- and national-award-winning columns have appeared in the Sacramento Bee, the San Francisco Examiner, Investor’s Business Daily, and more than 185 newspapers across Oklahoma and the United States. Brandon holds a bachelor’s degree in Political Science from the University of Oklahoma and master’s degrees in Journalism and Public Policy from Regent University. |

Margaret Ann Hoenig is Director of Development for OCPA and joined the staff in 2002. Since joining OCPA, she has broadened the membership base and has helped increase the annual budget to more than $1 million. Before joining OCPA, she served in Governor Frank Keating’s administration as Director of Operations and later as Executive Assistance to the Governor. After leaving the Governor’s office, she served as Executive Assistant to the Oklahoma Secretary of Commerce. In 1998 she founded Enterprise Resource Group, a political consulting and fundraising firm. |

Sandra Leaver is the Event Coordinator for OCPA and joined the staff in 2007. Sandra is the wife of a retired Navy Officer and has worked with school organizations across the United States and Japan as a community affairs and volunteer project coordinator. Sandra holds a bachelor’s in Marketing from the University of Central Arkansas. |
![]() | Marilyn Davidson is the Marketing Manager for OCPA and joined the staff in 2008. Before coming to OCPA, Marilyn served on Senate staff for state Senator Brian Crain and former state Senator Scott Pruitt. She also has served in a variety of positions for several political campaigns in Oklahoma. Marilyn holds bachelor's in Public Relations and Communications from the University of Central Oklahoma as well as a master's in Business from Oklahoma City University. |

Dacia D. Dodson serves as Executive Assistant and joined the staff in 2008. Before coming to OCPA, Dacia worked at The Oklahoman as an online editor for NewsOK.com. Dacia graduated from Oklahoma Christian University with a bachelor degree in Broadcast Journalism. She is currently studying to receive her master's in Business from Oklahoma Christian University. |

Forrest A. Claunch, Sr. is Director of Operations and Special projects for OCPA and joined the staff in 2008. In 1994, he was elected to the Oklahoma House of Representatives and served for six years as chairman of the House Republican Caucus. In 2004, Forrest voluntarily resigned his seat in the House. He was appointed to the Base Closure Prevention Task Force and the Statewide Task Force on Tax Reform by former Governor Frank Keating, and currently serves as an appointee of the State Senate on the Incentive Review Committee which studies tax incentives in Oklahoma. Forrest worked for more than 10 years handling the accounting, purchasing, and payrolls for two local manufacturing companies. |

Clara B. Wright serves as receptionist for OCPA and joined the staff in 2008. Clara was the longtime administrative assistant for former Governor Frank Keating and also for former Lieutenant Governor Mary Fallin. Clara has extensive experience in the financial world, having served in various capacities in the industry since 1966. She is a member of Toastmasters International, the Oklahoma City Chamber of Commerce and the National Association of Women's Bankers. Clara holds an associate's degree in banking from Oklahoma City Community College. |
