Politics is full of good intentions and well-meaning ideas, so why does government so often stumble?

The trouble is that good intentions, and even good ideas, are not enough. The American Founders showed this. They declared independence but had to fight a war to win it. They loved liberty but had to write and ratify a constitution to secure it. Many of their successes flowed from their understanding of human nature.
